OYO STATE: THE PACESETTER
EXECUTIVE ORDER No. 001 OF 2026
BY THE EXECUTIVE GOVERNOR OF OYO STATE OF NIGERIA
ON
THE REGULATION OF ASSOCIATIONS, GROUPS OR ORGANIZATIONS OFFERING SECURITY AND ALLIED SERVICES IN OYO STATE
WHEREAS, under the 1999 Constitution of the Federal Republic of Nigeria (as amended), the State is operating on the principles of democracy and social justice; and the security and welfare of the people shall be the primary purpose of Government;
WHEREAS, the potential and real dangers of insecurity at different geographical locations across the nation as evidenced by various attacks, conflicts, kidnappings and other acts of criminality require very serious attention;
THUS, it is the also responsibility of every citizen and resident of the State to see to the protection of lives, property, and overall security of Oyo State citizens, residents and even persons traveling through the State.
It is noted that a number of non-State associations/groups/organizations are currently carrying out security or security related activities/services for the maintenance of Law and Order within Oyo State.
While this is commendable, the Government is nevertheless under a bounden duty to ensure that such intervention is carried out in a legal, well-coordinated manner and in compliance with the Rule of Law; and
IN THIS REGARD, the Oyo State Government is committed towards ensuring that the lofty citizens’ intervention of assisting the Government to maintain Peace, and Law and Order does no lead to unintended illegal consequences in the form of unlawful assembly, disturbance of peace, or variants of fear mongering:
THEREFORE, PURSUANT to Sections 5(2) of the 1999 Constitution of the Federal Republic of Nigeria (as amended), and all other Laws and enabling powers in that behalf, I, Engr. Oluseyi Abiodun Makinde (FNSE), the Executive Governor of Oyo State of Nigeria, hereby make the following Order—
1. MANDATORY NOTIFICATION, REGISTRATION AND APPROVAL OF ENTITIES OFFERING, PARTICIPATING IN, OR SEEKING TO PARTICIPATE/OFFER SECURITY SERVICES WITHIN OYO STATE & ISSUANCE OF CERTIFICATE OF AUTHORIZATION
a. All persons (individuals and corporate), associations, groups and organizations (other than Security/Law Enforcement Agencies set up by an Act of the National Assembly or a Law of the State House of Assembly) resident in and/or operating within Oyo State and currently carrying out, or intending to carry out security or security related activities/services for the maintenance of Law and Order within Oyo State, with man-power strength of more than five (5) men/women, are hereby mandated to forthwith notify the Executive Assistant to the Governor of Oyo State on Security for documentation and regularization of their activities/operations/intending operations.
b. Notification in paragraph (a) above, in respect of associations/groups/organizations already in operation/currently carrying out security related activities/services in the State as at the effective date of this Order, shall be made within Seventy-Two (72) hours of the effective date of this Order.
c. New associations, groups and organizations intending to commence the subject activities in Oyo State shall not start operation until prior documentation and regularization by the Executive Assistant to the Governor is carried out, and a Certificate of Authorization is issued to that effect.
d. The Executive Assistant to the Governor shall have power to request any document/material/ information from the Applicant(s) while processing the documentation or regularization of any association, group and organization’s application/notification.
e. Upon a successful completion of the documentation/regularization by the Executive Assistant to the Governor, a Certificate of Authorization shall be issued to the association, group or organization as prima facie evidence of the Government’s approval to operate/offer security related activities/services within the State on terms of operation to be determined and communicated alongside the Certificate of Authorization by the Executive Assistant to the Governor.
2. NON-OPERATION WITHOUT CERTIFICATE OF AUTHORIZATION
While the Executive Assistant to the Governor is reviewing the notification of any association/group/organization already in operation/currently carrying out security related activities/services within the State, or a fresh application therefore, such Applicant, association/group/organization, SHALL NOT operate howsoever outside their registered office pending the eventual issuance of a Certificate of Authorization.
3. REPORTING OBLIGATION
After the issuance of Certificate of Authorization, every holder shall file monthly returns of its activities and operations (of the previous month) to the Office the Executive Assistant to the Governor of Oyo State on Security no later than the 5 day of every month in the manner stipulated in the terms of operation accompanying the Certificate of Authorization or as may be communicated from time to time by the Executive Assistant to the Governor.
4. COMPLIANCE AND ENFORCEMENT
a. Failure to comply with the provisions of this Executive Order or any form of incitement, aiding or abetting of non-compliance by any individual shall constitute an offence under Section 69 of the Criminal Code Law, Laws of Oyo State of Nigeria, 2000 and shall be punishable under 70 and 71 of the of the Criminal Code Law, Laws of Oyo State of Nigeria, 2000 or any other applicable Laws of Oyo State and the Federal Republic of Nigeria.
b. The Executive Assistant to the Governor on Security, in collaboration with the Nigeria Police Force, Nigeria Security and Civil Defence Corps and any other relevant Security/Law Enforcement Agencies as may be necessary, is authorized to take all necessary measures to ensure compliance with and enforce the provisions of this Order.
5. EFFECTIVE DATE OF THE ORDER
This Executive Order shall take effect immediately.
