
The Oyo State Government has commenced the process of withdrawal of undeveloped plots of land allocated to individuals in the Apete/Akufo Government Reserved Area (GRA), Ibadan, over 20 years after the scheme was initiated.
Findings show that the Apete/Akufo GRA was introduced during the administration of late Governor Lamidi Adesina, with several allottees yet to commence any form of development on their plots decades after allocation.
In a formal notice issued in November 2025 and signed by the Honourable Commissioner for Lands, Housing and Urban Development, Williams Akin Funmilayo, the government cited breaches of lease covenants and prolonged non-development as reasons for the revocation.
The letter pasted on the plots of lands specifically addressed the withdrawal of rights over affected plota stating that the beneficiary failed to develop the land or fulfil financial obligations tied to the allocation.
According to the ministry, the failure to act on the allocation for over two decades has caused the offer to “automatically lapse,” prompting the state’s decision to reclaim the plot.
“This is to inform you of the State Government’s intention to revoke the subsisting interest on the plot… due to your breach of lease covenant and non-payment/development for the past 24 years,” the letter read in part.
The Ministry noted that the revocation exercise is part of efforts to ensure proper land management and to make abandoned plots available for meaningful development within the GRA.
The government is expected to proceed with further enforcement and reallocation processes in line with existing land administration laws.
