The Federal Capital Territory Administration (FCTA) has commenced enforcement actions on 1,095 property titles in Abuja following persistent defaults in the payment of Ground Rent, Certificate of Occupancy (C-of-O) bills, Penalty/Violation fees and Land Use Conversion fees.
The affected properties, located across Asokoro, Maitama, Garki and Wuse districts of the Federal Capital City (FCC), were revoked after owners reportedly failed to respond to multiple public notices issued between May and November 2025 through national newspapers, online platforms and television stations.
In a public notice released on Friday and titled “Commencement of enforcement actions on defaulters of Ground Rent payments, Land Use Conversion Fee, C-of-O bills,” the FCTA said the decision received the approval of the FCT Minister, Barr. Nyesom Ezenwo Wike, CON.
“The general public, particularly property holders in the FCT, are hereby notified that the Minister has approved the commencement of enforcement actions on a total of 1,095 properties in the Federal Capital City for defaulting in various payments,” the statement said.
According to the FCTA, the affected property owners contravened Section 28 (5a, 5b) of the Land Use Act as well as the terms and conditions governing the grant of Rights of Occupancy.
The notice further revealed that the 14-day final grace period, which expired on Tuesday, November 25, 2025, left the administration with no option but to proceed with enforcement. Of the 1,095 affected titles, 835 defaulted on Ground Rent payments, while 260 failed to settle Violation and Land Use Conversion fees.
