The National Electoral Committee (NEC) of the Doherty Memorial Grammar School Old Students Association (DMGSOSA) has released the official rules and guidelines governing the Association’s 2025 general elections.
These guidelines, in accordance with Article 13 of the DMGSOSA Constitution, outline eligibility criteria, nomination processes, screening procedures, campaign rules, and election protocols.
*DOHERTY MEMORIAL GRAMMAR SCHOOL OLD STUDENTS ASSOCIATION 2025 NATIONAL ELECTION RULES AND GUIDELINES.*
Pursuant to Article 13 of the Constitution of the Doherty Memorial Grammar School Ijero Ekiti Old Students’ Association and other relevant provisions therein, the National Electoral Committee wishes to announce the following rules, regulations and guidelines of the 2025 general elections of the Association.
A. ELIGIBILITY
1. To be qualified to vote or to be nominated /elected for any position of the Association, the nominee must be a Member of the Association and his/her name must be duly uploaded on the DMGS Voters’ Register
2. Any member nominated for any position in the Executive post of the association must be an active financial member of the Association to be deemed eligible. His financial membership shall be confirmed by the Class Financial Secretary/Treasurer or the Global Financial Secretary of the Association.
3. The Provisions of Article 4 of the Constitution provides for the definition of a financial member. Notwithstanding, the provision of this article, but for the purpose of this election the rule shall be, that Nominees must be a financial member of the association. To be a financial member, a member must satisfy any of the following conditions:
a) the class set of the nominee must be financially contributing to the Global purse and you must be a financial contributor to your class purse.
b) For the purpose of this election, a class set shall be deemed to be financially viable if the class has paid her annual dues or made contribution to the 70th Anniversary fund or the Endowment fund.
c) if the nominee has made any personal financial contribution to the Association in form of dues, donations or endowment fund
d) if the nominee have made any verifiable personal giving back or donations to the School in any form as an old student, since he/she left the school. (Such giving back must be certified in writing by the School Principal and/or the Global Executive through the General Secretary)
4. Nominees shall be deemed to have been duly nominated if:
a) his/her nomination is supported by two duly registered members of the association whose names are on the voters’ register of the Association in this (2025) election. (Those nominating must quote their DVL Nos, full names and Class set)
b) the nomination is supported in writing, signed by two officers of his/her Class/Set, preferably the Class President, General Secretary or Treasurer
c) Without prejudice to Rule 4b above any individual without functioning Class set may be nominated, if he satisfies Rules 1, 2. His/her nomination shall requires the endorsement of two registered voters and the Financial Secretary of the Association, who will be expected to confirm his/her financial membership.
d) A candidate may decide to nominate himself/herself, for any post of interest via a Letter of Expression of Interest addressed to the Chairman DMGSOSA-NEC. Such expression of interest must be supported by at least two sponsors and a letter of consent signed by his class set President/Class Secretary and Treasurer Or the Global General Secretary of the Association and the Global Financial Secretary with the recommendation of his Deputy President where class set does not exist, in line with Rules 4a,b &c above
5. All Nominee shall be expected to personally accept his/her nomination in writing to the Chairman of DMGS NEC stating his position of interest and a brief of himself/herself, his/her past efforts in the interest of the school and plans for the school if elected
a) Nominees has the right to reject nominations
b) No Nominee shall be considered to be duly nominated unless, he/she delivers his/her letter of acceptance to the DMGSOSA NEC
c) Self nomination as provided for in 4d above does not require letter of acceptance of nomination
d) Nominees has the right to swap his/her nominations based on his/her personal preference or interest, but this must be done within the regulated time on the Election time table
6. Nominees may be required to have cognitive experiences in the areas of offices they are vying for. For instance, nominees for the positions of Financial Secretary and Treasurer shall be preferred to be in the Financial Professions (Pls note, that the Committee shall demand for details of such experiences during screening).
7. Nominees must be adjudged to be of good character, sound mind and untainted records of good conduct and service to the association.
a).nomination of a nominee may only be challenged via a written petition with verifiable evidences of misdemeanor by registered members of this association, whose name is duly registered on the voters’ list.
b) a written petition shall not assume any potency unless it has been subjected to investigation and determined by a committee of eminent members constituted for that purpose by the President of the association.
8. Article 8 of the Constitution of DMGS-OSA provides for a tenure of office of two years renewable for a maximum of two years. In line with this article any incumbent willing to continue in their present post are eligible to be presented for re-election. Also Current officers are eligible to be nominated for any other offices other than the ones they presently occupies
SCREENING
9. All nominees shall be interviewed and screened for compliance with Constitution of the Association and the rules and guidelines of this election.
10. List of successfully screened candidates shall be published on all the Global platforms of the Association in line with the election time table.
CAMPAIGN RULES
11. Campaigns are to be conducted in a respectful and issue based manner. Use of fowl languages hate speeches and personalty attack are prohibited and shall attract stiff penalties including disqualification of erring candidates, if found guilty.
12. Campaigns are restricted to only the days allowed in the timetable. No campaign materials shall be tolerated on all association platforms and social media handles of the association on the day of election
VOTERS EDUCATION
13. Voters education shall be done by sharing of voting instructions and enlightenment on all the WhatsApp Platforms of the Association.
ELECTION
14. Elections shall be conducted online by E-Balloting on the date specified on the Election Timetable
15. Election is to be conducted by an independent online election software vendor, to guarantee untainted confidence.
16. Election results shall be announced and posted once the result is received from the vendor.
17. Should in case we have a tie in the vote result of any post, the election of such office shall go for second ballot. If the situation persist after the second ballot, an electoral college vote to be conducted among registered members of the DMGS Consultative Forum shall break the tie.
ELECTION COMPLAINTS
18. Any complaints that may arise in the course of this exercise at any stage should be addressed to the Chairman National Electoral Committee
19. All complaints shall treated, each on its own merit with topmost neutrality.
CODE OF CONDUCT FOR MEMBERS OF THE NATIONAL ELECTORAL COMMITTEE
20. All members of Electoral Committee shall not be eligible to stand for the 2025 Election.
21. Members of the Electoral Committee shall conduct themselves in a manner that will promote their untainted neutrality and electoral discipline throughout the period of this election. In the light of this, all members of the electoral Committee are banned from canvasing for, or engage in sharing electoral material for any candidate or publicly express any partisan opinion whatsoever during the period of this election.
