The management of Dangote Petroleum Refinery has restated its position on the ongoing face-off with the Depot and Petroleum Products Marketers Association of Nigeria (DAPPMAN), accusing the marketers of demanding a subsidy of N1.505 trillion annually to enable them sell products at the same price as the refinery’s gantry.
In a statement issued on Wednesday, September 17, 2025, and signed by its management, Dangote Petroleum Refinery said the marketers were asking it to absorb additional costs of transporting products from the refinery in Lekki, Lagos, to their depots in Apapa.
The company explained that DAPPMAN’s request amounts to N70 per litre for coastal freight, NIMASA and NPA charges, plus N5 per litre for pumping products into vessels, totaling N75 per litre in extra costs. Based on projected daily consumption volumes of 40 million litres of Premium Motor Spirit (PMS) and 15 million litres of Automotive Gas Oil (AGO), this would lead to a yearly subsidy demand of N1.505 trillion.
“DAPPMAN and other marketers are welcome to lift products directly from our gantry and benefit from our logistics-free initiative,” the statement read. “We have no intention of increasing our gantry price to accommodate such demands, nor are we willing to pay a subsidy of over N1.5 trillion, a practice that has historically defrauded the Federal Government.”
Dangote Petroleum Refinery stressed that it has sufficient capacity to meet domestic demand while maintaining a closing stock of 500 million litres monthly. Between June and September, the refinery said it exported 3,229,881 metric tonnes of PMS, AGO and aviation fuel, while marketers reportedly imported 3,687,828 metric tonnes within the same period — an action the refinery described as “dumping” and detrimental to the Nigerian economy.
The company pledged continued support for the economic reforms of President Bola Ahmed Tinubu, emphasizing that its operations are cushioning the effects of fuel subsidy removal, strengthening the naira, and boosting foreign exchange earnings.
“Dangote Petroleum Refinery remains committed to the progress and wellbeing of Nigeria, and to partnerships with patriotic and responsible stakeholders in pursuit of national development,” the statement concluded.
