The legal luminary served as Permanent Secretary in different ministry in Lagos state including Ministry of Education, Youth, Sport and Social Development, Trade and Industry, Mines and Natural Resources as well as Information and Tourism.
Born in Lagos in 1923, Chief Cocker was one of the old boys of Church Missionary Society Grammar School Lagos and University if Exeter in England.
